The Police Department is participating in the Baker to Vegas 24th Annual &ldquo;Challenge Cup Relay&rdquo; that weekend.  This communication support is provided as an approved EOC exercise of HB RACES communications preparedness and an opportunity to strengthen working relationships with Police Department personnel. The process began with a direct mailing to approximately 1,100 FCC licensed amateur radio operators in Huntington Beach. A personal letter from Fire Chief Duane Olson introduced the RACES program and was accompanied with a current HB RACES promotional brochure. This direct mail outreach was conducted in early February and invited hams to monitor our RACES weekly nets and attend an open house on March 5th in the city counsel chambers. The open house event featured remarks by Huntington Beach Fire Operations Chief Eric Engberg and EOC Battalion Chief Mark Daggett underscoring the powerful partnership between the Fire Department and the HB RACES program. Huntington Beach EOC Coordinator Glorria Morrison, KE6ATG and RACES Chief Radio Officer Peter Barbour, N6RAS also made presentations. They focused their PowerPoint discussions on the partnership that the city maintains in emergency preparedness and the RACES program. Typical emergency communications tasks such as mutual aid, a fire dispatch redundancy plan and Amateur TV operations from our helicopter were discussed. About 50 interested hams attended the evening presentation. The evening concluded with an informal tour of our EOC. The recently renovated EOC features modern computer assisted emergency management systems including a video display wall useful for presentation and status display and Amateur TV viewing. RACES communication resources (including ATV) were demonstrated for the assembled hams. HB RACES is processing about 20 applications for new members and is quite pleased with the results of this recent outreach. Although it was a rainy and windy day, approximately 15,000 runners still attended the race.  HB Fire Department deployed the city&rsquo;s state-of-the-art Mobile Command Post, an Engine Company and an Ambulance to support the racers if there were any medical emergencies.  In addition to the deployment of tactical resources, the fire department activated its Radio Amateur Civil Emergency Services (RACES) volunteers and positioned them at various points around the course and at four first aid stations.  RACES is a volunteer organization that provides auxiliary communications for the city in the event of a disaster.   The group began in the late 1970s and has been activated for fires, floods, oil spills, and communication failures.  They are a crucial part of the city&rsquo;s emergency response plans.  Assisting RACES were several CERT (Community Emergency Response Team) communicators, another volunteer organization that supports the city in disasters.  <br /><br /></span><span style="font:12px Arial, Verdana, Helvetica, sans-serif; ">Even with the poor weather, these volunteers maintained a constant communications network and reported several injuries to paramedics.  Although   only one individual was transported to the hospital, there were many cases of cold weather and other running related injuries. The<br />helicopter crew will include a ham radio volunteer that will operate an<br />Amateur television station to capture the activity with live<br />motion-television images that will be viewable on the ground via a ham<br />radio link.<br /><br />In addition, the HB RACES group will have an emphasis on "alternative<br />sources of energy" using battery power, with solar and wind generators<br />to charge the batteries.<br /><br />Peter Barbour, HB RACES Chief Radio Officer, said, "The HB RACES team<br />participates in this annual event to make sure we are ready for a<br />city-wide emergency, such as an earthquake or flood. Our role is to<br />establish two-way communications when normal communications channels<br />fail."<br /><br />The public and the news media are invited to observe and even<br />participate in the emergency communications exercise. The City&rsquo;s 2006 annual training was held on March 22. The formal exercise is scheduled for March 29.  The Senior Center is set up as a Command Post staffed by the Senior Center employees.  Response Teams are made up of Senior Volunteers, CERT volunteers, and CERT Communicators as well as RACES Communicators.   RACES will set up a Net Control and communicate between the Response Teams and the Command Post as well as to the EOC if Police or Fire are needed.   In all, over 100 individuals are expected to participate in the training and the exercise.  It will be both educational as well as a fun event. The 22nd Annual Challenge Cup -- a 120-mile, 20-stage, foot, relay race, which starts in Baker, California (gateway to Death Valley), through the California desert, over the mountains, to Las Vegas, Nevada -- will be held March 31 - April 2, 2006. Running teams are restricted to sworn law enforcement personnel (Police and Sheriff Departments, judges, bailiffs, and other agencies and service teams). All of the teams are responsible for providing their own logistics and support efforts, including communications.<br /></span><span style="font:12px Verdana, Arial, Helvetica, sans-serif; "><br /></span><span style="font:12px Verdana, Arial, Helvetica, sans-serif; ">Several changes to the communications plan required the overhaul of the W6GOS APRS tracker box used to track the teams progress on the course. Wayne Yoshida, KH6WZ, Peter Barbour, N6RAS and Steve Graboff, W6GOS completed the rework and report they are now conducting on-the-air testing on 144.390 MHz until race weekend. Brevyn was born in Los Angeles and attended high school and college Bakersfield, California.  He joined the military directly out of High School and served eight years between Active Army, Army Reserves and the National Guard.  He was activated after September 11, 2001 for Operation Noble Eagle, and was assigned to Desert Chemical Weapons Depot, Utah, for homeland security.  It was during this time that he became interested in Emergency Management and Homeland Security.  After completing his deployment, he finished his Bachelor&rsquo;s in Political Science with a minor in Terrorism and went on to complete a Master&rsquo;s in Public Administration from CSU, Bakersfield.  He is excited about the new position and is ready to get involved.  Brevyn's quote for this week, "I love Huntington Beach and am happy to call it my new home.  I am looking forward to a long career in with the Huntington Beach Fire Department."  Brevyn is already studying for his ham ticket and expects to get licensed early next year. Police Green Channels 1 and 2 also failed so RACES was activated to backup the Police Department should any other frequencies or systems fail.  The City set up a cell phone answering point for Police Dispatch and a 7-digit number for Fire Dispatch.  The information was announced over the Emergency Alerting System and via the media by 6:30 AM.  The City coordinated with Huntington Beach Hospital, the American Red Cross, and the County of Orange EOC.  HB RACES was prepared to coordinate with the Red Cross hams as well as the hospital hams, if needed.  Dozens of HB RACES personnel were dispatched to each of the five school districts and the 13 private schools with the emergency phone numbers. Four school districts (35 schools) and 13 private schools participated.  (Fountain Valley School District had all of their schools in<br />FV and HB participate.)  One of Huntington RACES top priorities in a disaster is to determine the needs of the schools.  This is done by HB RACES providing emergency communications from the EOC to the school districts and the private schools.  The drill was an earthquake scenario where all phones were out of service.  HB RACES dispatched radio operators to the four school districts who have radios to their schools. They dispatched both RACES operators and CERT Communicators to the 13 private schools.  All reports were relayed to the EOC.  The EOC maintained contact with the school districts and private schools throughout the earthquake exercise. Huntington Beach has 25,000 school children and mostly 2-parent working families.  Most of the residents work outside the city  This leaves thousands of school children that will need cared for in a disaster. Peter has served HB RACES as Co-Events Officer, Assistant Radio Officer and most recently as Co-Chief Radio Officer. The change in RACES leadership was prompted by Bill Honeyman's (KG6CNL) relocation to Northern California. <br /><br />Larry Henderson, KF6ZB was asked to fill the vacant Assistant Radio Officer position.  I am pleased to report that Larry has accepted this challenging role.  He is looking forward to both keeping Peter in line and helping the HB RACES organization stay focused and ready to respond. Larry brings over 21 years of service with HB RACES to his new role. As the Assistant Radio<br />Officer, Larry holds the authority to perform all duties of the Chief Radio Officer when I'm unavailable. <br /><br />Both Larry and I have a strong commitment to continue to improve the HB RACES organization. We will be working to ensure that our personnel have the equipment, knowledge and training that is needed to effectively serve the city of Huntington Beach in an emergency. We will also work to ensure that the management structure of our organization is strong and functional. <br /><br />We have much to be proud of both as an organization and as amateur radio hobbyists. Robert has been a RACES member for over 10 years.  During those years he worked closely with the CERT organization and helped develop the CERT ham communicator program that is thriving today.  Robert was most recently active in the Huntington Beach RACES communication response for the 2005 Baker to Vegas Relay. The ATV system enables live, real-time video images for &ldquo;visual reconnaissance&rdquo; to supplement radio (voice) communications and descriptions of accident scenes.<br /><br />RACES communications volunteers were stationed in the HAZMAT vehicle and in the HBPD helicopter, to operate the ATV equipment. HAZMAT personnel interfaced with the HBPD helicopter crew via a radio link, to direct and request images from the airborne ATV camera.<br /><br />Huntington Beach City Fire Battalion Chief Bill Reardon said, &ldquo;Our RACES team is really showing the Fire Department how valuable they are to the City with this new and exciting technology.&rdquo;<br /><br />The demonstration was a success, and everything worked as planned. Special thanks go to the RACES leaders on this project: Steven Graboff, MD, Larry Henderson and Peter Shores. Additional participants in the demonstration included Bill Pratts, Jeff Turlis and George Turlis.<br /><br />In addition to the ATV equipment, the RACES volunteers used a ham radio repeater system to ensure reliable communications. A repeater is an automatic radio relay device, usually located on hilltops or tall communications towers, and is used to boost the effectiveness of radio signals from small hand-held and mobile portable radios. The HB RACES repeater system was designed and built and is maintained by HB RACES members at no cost to the City.<br /><br />City of Huntington Beach Radio Amateur Civil Emergency Service (RACES)<br /><br />The Huntington Beach Fire Department Emergency Services Office administers the RACES team. The mission of the radio volunteers: To help ensure a safe and fun event for all participants and spectators.<br /><br />For the fourth consecutive year, RACES and CERT personnel were on-hand to provide instant communications to authorities in case an emergency happened during the marathon. Improvements in the Amateur Radio &ldquo;safety net&rdquo; for this year&rsquo;s race included having a communications volunteer &ldquo;shadowing&rdquo; medical personnel in the medical aid tents.<br /><br />The RACES communicators had another reason to make sure things were going well during the marathon: One of their own members, John Cerecedes, ran the full marathon this year.<br /><br />&ldquo;I have to tell everyone how nice it was to see my fellow RACES members cheer me on at each checkpoint,&rdquo; said Cerecedes, who joined the HB RACES team in 1995. &ldquo;Although I missed having my two-way radio with me, I felt safe knowing my RACES friends were out there, silently watching the race course.&rdquo;<br /><br />Cerecedes finished the full marathon, with an official time of 3:54:24.<br /><br />A female runner fell and received emergency assistance on the race course by HB paramedics.
