HB RACES helps revise the Emergency Plan for At-Risk Seniors

Are Senior Citizens a part of your disaster preparedness plan? Hurricane Katrina proved to all of us that the most vulnerable segments of our society are the elderly and children. The City of Huntington Beach certainly is prepared to ensure the welfare of its seniors. We have worked with our Senior Center to identify our homebound At Risk Seniors.
The City’s EMERGENCY PLAN FOR AT-RISK SENIORS was developed in 1999 prior to Y2K and was a combined effort of the:
- Huntington Beach Fire Department EOC
- Community Emergency Response Team (CERT)
- Radio Amateur Civil Emergency Service (RACES)
- Senior Outreach Center and Rodgers Senior Center, and
- Senior Center Volunteers
The Plan was revised/updated March 14, 2006. The City’s 2006 annual training was held on March 22. The formal exercise is scheduled for March 29. The Senior Center is set up as a Command Post staffed by the Senior Center employees. Response Teams are made up of Senior Volunteers, CERT volunteers, and CERT Communicators as well as RACES Communicators. RACES will set up a Net Control and communicate between the Response Teams and the Command Post as well as to the EOC if Police or Fire are needed. In all, over 100 individuals are expected to participate in the training and the exercise. It will be both educational as well as a fun event. We know that we can check on our most vulnerable frail and elderly in a disaster.
